EWG says kids’ cereals have too much sugar

The Environmental Working Group (EWG) is getting interested in childhood obesity.  It released a report on sugars in kids’ breakfast cereals.

The report shows—no surprise—that kids’ cereals are really cookies in disguise, typically 40% -50% sugars by weight.   Kellogg’s Honey Smacks topped the list at 55%.

Michele Simon’s analysis of the report notes that these levels don’t even meet Kellogg’s commitment to responsible marketing, a pledge to “apply science-based Kellogg Global Nutrient Criteria to all products currently marketed to children.”

I’ve been reading reports like this since the 1970s when Center for Science in the Public Interest published them at regular intervals.  Not much has changed.

Courtesy of Kellogg, I have a collection of copies of Froot Loop boxes dating back to the year in which this cereal was first introduced.  I thought it would be interesting to check the sugar content.

In 2005, Kellogg tried a version with 1/3 the sugar—10 grams—but it didn’t sell and quickly disappeared.

Companies are trying to reduce the sugars by a little, but this seems to be the best they can do.  It’s not enough.

As the EWG press release explains, some cereals are better than others.   It notes that I recommend:

  • Cereals with a short ingredient list (of additives other than vitamins and minerals).
  • Cereals high in fiber.
  • Cereals with little or no added sugars (added sugars are ingredients such as honey, molasses, fruit juice concentrate, brown sugar, corn sweetener, sucrose, lactose, glucose, high-fructose corn syrup and malt syrup).
  • Even better, try fresh fruit and homemade oatmeal.

Consumer Reports’ arsenic-in-juice study: what to do?

I don’t often write about pesticides, plasticizers, heavy metals or other such potentially toxic substances in food because there usually isn’t enough science available to draw firm conclusions about how much of them is OK to consume.

At high concentrations they are demonstrably toxic.  But in food and water, they appear in amounts measured as parts per billion (ppb) or trillion, and it is difficult to know how harmful they may be at such levels.

The big question: is there a threshold for harm or are they unsafe at any level of intake?  The history of regulation of such substances is one of constant reduction in levels considered safe.

They derive in large part from industrial processes, and attempting to regulate them confronts large and powerful industries eager to argue that low levels are safe.

Now Consumer Reports has tested samples of juice and finds levels of arsenic  higher than allowed in drinking water:

  • 10% of the samples contained levels of arsenic that exceed EPA drinking-water standards of 10 ppb.
  • 25% contained levels of lead greater than the FDA’s 5 ppb standard for bottled water.
  • Most arsenic was inorganic, a form linked to cancer, cardiovascular disease, immune disorders, and type 2 diabetes.
  • 35% of children age 5 and younger drink juice in amounts higher than recommended by pediatricians.
  • No federal standards exist for amounts of lead and arsenic in juice.

This is a food systems issue.  Inorganic arsenic gets into food from soil contaminated with arsenic-containing herbicides and waste from animals and chickens fed arsenic-containing additives.

Consumer Reports says:

  • FDA should set a standard for total arsenic in juice at 3 ppb and 5 ppb for lead.
  • EPA should lower the 10 ppb drinking-water limit for arsenic.
  • Parents should limit juice servings to small children.

What does the FDA have to say?

The Food and Drug Administration has every confidence in the safety of apple juice…small amounts of arsenic can be found in certain food and beverage products—including fruit juices and juice concentrates….there is no evidence of any public health risk from drinking these juices…FDA has been testing them for years [see the FDA’s Q and A].

As if this were not enough to worry about, Food Quality News reports increasing concern about the amount of arsenic in rice, the dangers of such levels for pregnant women, and the need to establish better standards for safe levels of arsenic in foods.

Consumer Reports is especially concerned about a study published in the Proceedings of the National Academy of Sciences linking rice consumption to levels of arsenic in the urine of pregnant women.   It notes that children in the U.S. typically are fed rice cereal as their first solid food, making them especially vulnerable to the effects of arsenic.

Arsenic gets into rice in the same way that it gets into apples and grapes, but rice is especially efficient in taking up arsenic from soil.

I see all this as further evidence that agricultural practices are key determinants of public health and that we badly need:

  • More and better research on the effects of small amounts of arsenic, lead, pesticides, and other such toxins in food
  • Research on how to remove such toxins from soil
  • Federal safety standards for arsenic in foods and beverages; the Consumer Reports recommendations make sense
  • Regulations that restrict use of arsenic drugs in animal agriculture and of pesticides containing arsenic
  • Restrictions on the amount of juice and rice given to children

It’s great that Consumer Reports is doing this kind of research but federal agencies should be doing a lot more of it too.

White House insists “eat better” is still part of Let’s Move

I got a call yesterday from Sam Kass, the senior policy adviser on Michelle Obama’s Let’s Move staff, objecting strongly (an understatement) to my post about her new physical activity initiatives.

I interpreted her speech as a pullback from healthy eating initiatives.  “Eating better” is demonstrably bad for business.  The food industry much prefers “move more.”

Mr. Kass says no pullback was intended.  Instead, he said, this is an expansion of Let’s Move into another one of the program’s five essential “pillars.”

Pillars?

I did not recall anything about pillars.  I went to the Let’s Move website. Sure enough, there they are:

At the launch of the initiative, President Barack Obama signed a Presidential Memorandum creating the first-ever Task Force on Childhood Obesity….[Its] recommendations focus on the five pillars of the First Lady’s Let’s Move! initiative.

  1. Creating a healthy start for children
  2. Empowering parents and caregivers
  3. Providing healthy food in schools
  4. Improving access to healthy, affordable foods
  5. Increasing physical activity

In February 2010, Mrs. Obama discussed these elements in her speech launching Let’s Move, although without using the word “pillars.”  The word also did not pop up in her speech discussing the new activity initiatives.

When I need help with this sort of thing, I consult Obama Foodorama,  a treasure trove of information about food at the White House.  Here’s what Let’s Move has done and is doing about the pillars:

  1. Creating a healthy start for children: encouraging breastfeeding, Let’s Move Child Care, and other such programs
  2. Empowering parents and caregivers: MyPlate and MiPlato, front-of-package labeling
  3. Providing healthy food in schools: child nutrition legislation, Healthier US Challenge , salad bars in schools
  4. Improving access to healthy, affordable foods: combating food deserts, reducing the price of fruits and vegetables, encouraging gardening, and green markets
  5. Increasing physical activity: Presidential Active Lifestyle Award challenge (PALA) and the new initiatives

In the broader context of the Let’s Move pillars, a focus on physical activity makes sense.  It is an addition, not a substitution.

But Mrs. Obama’s speech did not frame it like that.  Instead, her speech implied that she had given up on healthy eating because it is too difficult (kids have to be forced to eat vegetables), leaving open the possibility that “eating better” is too hard to promote in an election year.

I wish her speech had placed the initiative in context.   Had it done so, it would not have been open to this kind of interpretation.

Let’s Move Campaign gives up on healthy diets for kids?

In what Obama Foodorama calls “a fundamental shift in the Let’s Move campaign” Michelle Obama announced in a speech last week that she will now focus on getting kids to be more active.

Apparently, she has given up on encouraging food companies to make healthier products and stop marketing junk foods to kids.

This shift is troubling.  Here’s why:

1.  The shift is based on faulty biology.

To lose weight, most people have to eat less whether or not they move more.   For example, it takes about three miles of walking to compensate for the calories in one 20-ounce soda.

Activity is important for health, but to lose or maintain weight, kids also need to eat less.  Sometimes they need to eat much less.  And discouraging them from drinking sugary sodas is a good first step in controlling body weight.

But eating and drinking less are very bad for business.  Food companies do all they can to oppose this advice.

2.  It undercuts healthy eating messages.

On the one hand, Mrs. Obama says that she disagrees with this assumption: “kids don’t like healthy food, so why should we bother trying to feed it to them.”

But her speech implies that kids won’t eat healthfully unless forced to:

I want to emphasize that last point — the importance of really promoting physical activity to our kids…This isn’t forcing them to eat their vegetables. (Laughter.) It’s getting them to go out there and have fun.

3.  It declares victory, prematurely.

Mrs. Obama says:

Major food manufacturers are cutting sugar, salt and fat from their products. Restaurants are revamping kids’ menus and loading them with healthier, fresher options. Companies like Walgreens, SuperValu, Walmart, Calhoun’s Grocery are committing to build new stores and to sell fresh food in underserved communities all across this country.

Congress passed historic legislation to provide more nutritious school meals to millions of American children. Our schools are growing gardens all over the place. Cities and towns are opening farmers markets. Congregations are holding summer nutrition programs for their kids. Parents are reading those food labels, and they’re rethinking the meals and the snacks that they serve their kids.

So while we still have a long way to go, we have seen so much good progress. We’ve begun to have an impact on how, and what, our kids are eating every single day.  And that is so important. It’s so important.

Really?  I’d say we’ve seen promises from food companies but remarkably little action.

Mrs. Obama’s speech fails to mention what I’m guessing is the real reason for the shift: “Move more” is not politically loaded.  “Eat less” is.

Everyone loves to promote physical activity.  Trying to get the food industry to budge on product formulations and marketing to kids is an uphill battle that confronts intense, highly paid lobbying.

You don’t believe this?  Consider recent examples of food industry opposition to anti-obesity efforts:

  • Soda companies successfully defeated efforts to impose taxes on soft drinks.
  • Food companies successfully defeated efforts by four federal agencies to set voluntary standards for marketing foods to children.
  • Food companies successfully lobbied Congress to pass a law forbidding the USDA from setting standards for school meals regarding potatoes, tomato sauce, and whole grains.  The result?  Pizza tomato sauce now counts as a vegetable serving.
  • McDonald’s and  Burger King evaded San Francisco’s new rules restricting toys with kids meals by selling the toys separately for ten cents each.

The political cost of fighting the food industry is surely the reason for the change in Mrs. Obama’s rhetoric.  Now, she agrees that kids won’t eat vegetables unless forced to.

But in March 2010 Mrs. Obama warned Grocery Manufacturers Association:

We need you…to entirely rethink the products that you’re offering…, the information that you provide about these products, and how you market those products to our children….This isn’t about finding creative ways to market products as healthy.

The food industry understood those as fighting words.  It fought back with weapons at its disposal, one of which is to deflect attention from food by focusing on physical activity.   It now has White House endorsement of this deflection.

I’m all for promoting physical activity but the refocusing is a loss, not a win, in the fight against childhood obesity.

Farm bill needs a major overhaul

My monthly (first Sunday) Food Matters column in the San Francisco Chronicle:

Q: What’s going on with the farm bill? Any chance for improving it?

A: I wish your question had an easier answer. The farm bill has to be American special-interest politics at its worst.

As Stacy Finz has been reporting in the main news and Business sections of The Chronicle, the failure of the recent super-deficit reduction plan also brought an end to a secret committee process for writing a new farm bill. Now Congress must follow its usual legislative procedures. The farm bill is again open for debate.

Advocacy is much in order. The farm bill is so enormous, covers so many programs, costs so much money and is so deeply irrational that no one brain – certainly not mine – can make sense of the whole thing.

It is all trees, no forest. The current bill, passed in 2008, is 663 pages of mind-numbing details about programs – hundreds of them – each with its own constituency and lobbyists.

The farm bill was designed originally to protect farmers against weather and other risks. But it grew piecemeal to include programs dealing with matters such as conservation, forestry, biofuels, organic production and international food aid.

The most controversial programs cover food commodities – corn, soybeans, wheat, rice, cotton, sugar and dairy – but lesser-known provisions support smaller industries such as honey or Hass avocados.

The elephant in the farm bill is SNAP, the Supplemental Nutrition Assistance Program (formerly food stamps). Fully 80 percent or more of farm bill expenditures go for SNAP.

This year, SNAP costs ran about $6 billion a month, and they are rising in today’s depressed economy. In contrast, commodity subsidies cost “only” about $8 billion a year. Crop insurance adds $4.5 billion, and conservation about $5 billion. Everything else runs in the millions, not billions, mere nothings in comparison to SNAP’s $70 billion 2011 expenditures.

What, you might ask, is SNAP doing in the farm bill? Think: logrolling.

Members of Congress who represent farm states need urban votes to pass subsidies. Urban members need farm votes to protect SNAP. This deal works, and both sides like the unsavory system just as it is.

As for irrationality: At a time when preventing obesity heads the public health agenda and reducing greenhouse gases is an international priority, the farm bill firmly protects the status quo.

It promotes production of commodities, but does little to link agricultural policy to policies that promote health or environmental protection. Although the Dietary Guidelines and MyPlate strongly promote consumption of fruits and vegetables, the farm bill inconsistently considers these foods as horticulture or specialty crops that do not merit subsidies or government-supported insurance. Indeed, many farm bill provisions discourage production of fruits and vegetables.

Overall, the farm bill must be seen as an inequitable means to protect the income of the largest and richest industrial producers of food commodities. It has little to do with serious efforts to protect conservation of natural resources, support rural communities or promote sustainable farming practices that maintain soil quality and mitigate climate change. Nor does it address the real needs of low-income communities.

The current bill favors large farms over small ones, intensive rather than sustainable production methods, and some states and regions over others. It actively promotes risk-taking; the government covers the costs.

It ignores food safety. It promotes production of inefficient biofuels. It does nothing to promote sustainable farming practices in this or any other country. And because it rewards farmers for overproducing commodities, it gets the United States in trouble with international trading partners.

Worst of all, the bill is inherently undemocratic. It is so opaque that nobody in Congress or anywhere else can possibly grasp its entirety. Its size and complexity make it especially vulnerable to influence by lobbyists for special interests and by the corporations most generous with campaign contributions.

Pro and con arguments

Its defenders argue that the present system works pretty well in ensuring productivity, global competitiveness and food security. Tinkering with it, they claim, will not make much difference and could do harm.

I disagree. It needs more than tinkering. Americans need farm policy to be brought into line with health and climate-change policy, and now is our chance.

Those of us who believe that food systems should be healthier for people and the planet have been handed an opportunity to rethink farm bill programs and to make the processes for its development more democratic.

Groups such as the Environmental Working Group ( www.ewg.org) and National Sustainable Agriculture Coalition (sustainableagriculture.net) have been hard at work on these issues. Join them, speak up, and get busy.

Recent books about hunger and obesity: quick reviews

John Cawley, editor.  The Oxford Handbook of the Social Science of Obesity, Oxford University Press 2011.  The editor says this book is intended to be a “Rosetta Stone, …….that explains how different disciplines are approaching the same topic.”  Its 47 chapters come from contributors from different social science disciplines, each approaching obesity from their own perspectives: demography, anthropology, psychology, sociology, economics, and fat studies, for example.  Other sections of the book deal with the causes and consequences of obesity, available data for studying it, and policy approaches to prevention and treatment such as community intervention, drugs and bariatric surgery, food taxes, advertising, and behavioral techniques.   This book is a good entry point to the literature on a vast array of subjects related to obesity, but it does not get much into the biological basis for obesity or weight control or the biological reasons why maintaining a healthy body weight is so difficult.

Sasha Abramsky, Breadline USA: The Hidden Scandal of American Hunger and How to Fix It, PoliPoint Press, 2009.  Abramsky is a journalist who set out to report on hunger in America, its political and economic causes, and its tragic consequences.  The personal stories are heartbreaking and infuriating and should inspire readers to do something to address income inequities.

George Kent, Ending Hunger Worldwide, Paradigm, 2011.  I first heard of Kent’s work when I was researching articles and books about the right to food. Then a professor of political science at the University of Hawaii, Kent has been writing about the right to food, nutrition, and hunger for many years.  This short book is his manifesto, clear and to the point:

People commonly ask how it will be possible to feed future generations.  The question is insulting.  Why ask how people are to be fed, as if this had to be done by an external agent?  Most people are motivated to provide for themselves, and only need decent opportunities to do that….Who, when not deprived of the means, would not feed themselves and their families?

Sugar vs. HFCS, continued

The increasingly absurd fight between the Sugar Association and the Corn Refiners Association over what to call High Fructose Corn Syrup (HFCS) seems never to end.

Trade associations representing growers of sugar cane and sugar beets (sucrose–the white stuff on the table) have gone to court to charge that corporate members of the Corn Refiners Association (HFCS) are behind a “conspiracy” deliberately designed to “deceive the public.”  Why?  Because—in an equally absurd move—they want to change the name of HFCS to corn sugar. 

The sucrose-growers lawsuit argues Corn Refiners conspired to engage in false advertising as part of a $50 million campaign to promote HFCS by changing its name to “corn sugar,” thereby implying that HFCS is equivalent to “real” sugar from cane and beet plants.

Oh please.  Sucrose is glucose and fructose linked together.  HFCS is glucose and fructose separated.  Both are sugars (note: plural).  Sucrose is extracted from sugar beets and cane in a series of boiling, extracting, and cleaning steps.  HFCS does the same from corn, but uses one more enzyme so is somewhat less “natural,” but so what?

Both are sugars and empty calories, and everyone would be better off eating less of both.

What’s really at issue here is the encroachment of HFCS into sucrose territory.  Americans used to eat much more sucrose than HFCS.  Now we consume about 60 pounds of each of them a year—way too much of either.

My opinion: the name change is frivolous and so is the lawsuit. 

Both are a waste of time and distract from the real message: eat less sugar(s).

Report from the EU: functional foods, supplements, health claims


Sebastián Romero Melchor writing in Food Chemical News (subscription required, alas) a few days ago points out that the market for functional foods in the European Union is growing.  He advises U.S. firms who want to take advantage of  its €40 billion (equal to roughly $54 billion USD) market to pay attention to some important facts:

  • Novel ingredients: Ingredients that were not consumed to a significant extent in the EU before May 15, 1997 must undergo a costly and lengthy authorization procedure so dreadful that most companies give up and choose not to include them.
  • Supplements: The European Commission has no problem with vitamins and minerals, but marketing of food supplements and fortified foods remains subject to each European country’s separate national laws.  Products legally marketed and/or manufactured in a member-state can be legally marketed throughout the EU, provided that they are (a) safe, (b) not novel, and (3) not medicinal.
  • Health claims: The European Food Safety Authority (EFSA) has issued opinions on health claims for most substances.  It has evaluted about 2,750 petitions for health claims but only approved about 600.

If only the FDA would take as rigorous a stance.
